About the Program

The Government of Togo is on a mission to digitalize its government services across all ministries, departments, and agencies (MDAs). To drive this initiative, the Ministry of Digital Economy and Digital Transformation is launching the Togo Digital Ambassador Program to identify and train 40 talented civil servants and 40 tech-savvy youth to lead the charge.

Selected civil servants will, for the most part, come from an appointment.

Selected young professionals will be the result of a selective process.

Digital Ambassadors are Digital officers who will be critical in accelerating the digitalization of administrative procedures in Togo and assist in the monitoring and implementation of digitalization projects within the various MDAs.

They are meant to support the implementation and monitoring of digitalization projects within the different administrative entities.

The young talents will be trained in English, IT project management and product lifecycle management, etc.

This program aims to:
– strengthen the digital skills of government employees, and
– contribute to the development and employability of new talents.

Key Responsibilities of a Digital Ambassador (Digital Officer)

Digital Ambassadors (Digital Officers) are expected to make a significant contribution to the digital transformation of government agencies, and in particular to the digitalization of administrative procedures. Their role will be to:

Support the implementation of the Public Services Digitalization Acceleration Plan (PAD).

Participate and oversee additional digitization and digitalization efforts within their respective ministries.

Support the implementation of the digital skills enhancement program for public service employees to be deployed over the upcoming months.

The African Leadership University (ALU) Development Program

In order to ensure that Digital Ambassadors (Digital Officers) acquire best practices in IT project management, product management, and leadership, and excel in their roles within public administrations, the African Leadership University (ALU) equips the ambassadors (Digital Officers) with the necessary skills and mindset for success through a 14-month program.

This initiative is led by the Ministry of Digital Economy and Transformation (MDET) and implemented through the Togo Digital Agency (ATD) in collaboration with ProDigiT of GIZ Togo and the European Union.

Overview

English Immersion
Program

All courses are in English.  

Digital Ambassadors (Digital Officers) will undergo an English proficiency assessment. Based on the results, some ambassadors (Digital Officers) may take part in ALU's English Immersion Program, delivered asynchronously with faculty office hours.

It is an asynchronous training program with a few hours of interaction with ALU faculty.

Leadership
Training

Drawing from ALU’s renowned Leadership Core program, this training module will develop leadership skills and be delivered asynchronously, with faculty support.

Product
Management

Delivered by an ALU faculty expert, this module will focus on user discovery, problem-solving, and iterative solution delivery. It will be a blend of synchronous and asynchronous learning.

Project
Management

A series of virtual modules will enhance Ambassadors' (Digital officers) skills in managing and executing key ICT projects within their MDAs.

Product
Coaching

Small groups of ambassadors (Digital officers) will receive monthly coaching sessions with an assigned product coach to refine their product management skills and application in real-world scenarios within or outside MDAs.

Specialization

Ambassadors (Digital Officers) will have the option to specialize based on their roles, interests, and career goals during the later stages of the program.
