The ALU Public Sector Fellowship is investing in Africa’s public sector leaders to become catalysts in closing the execution gap. This holistic 12-month fellowship experience empowers fellows to:

Leverage technology and product management practices in the design, development and delivery of government projects and services.

Grow as leaders of themselves, their teams and the cultures and systems within which they operate and must execute.

Use data to guide decisions across all phases of implementation.

Make Tangible Progress on Project Execution

Knowing what needs to be done is one thing, but the actual doing is what creates impact. The fellowship emphasizes “doing”, with fellows leveraging all programme elements to accelerate execution on a specific project they are working on. Proposed projects are evaluated as part of the fellowship application.
This practical, execution-focused fellowship is guided by the following principles;

Who Is The Fellowship For?

Interested applicants must be senior public sector leaders leading implementation of projects at a ministry or an agency. In addition, applicants must:
  • Be in the capacity of a Director, Executive Director, Head of Department, Commissioner or equivalent positions.
  • Be leading the implementation of a project that has immediate social impact.
  • Have a recommendation from the head of their ministry or agency (or be nominated by the government to participate).
  • Be from any African country. *We have expanded focus countries to interested applicants from all African countries.
Public sector leaders who see themselves as change agents are especially encouraged to apply for this fellowship.

Digital Transformation For Effective Execution

The COVID-19 pandemic has illuminated the role that digital transformation can play in driving effective execution through innovation and increased efficiency in service delivery across the private and public sectors. Moreover, digital transformation is key to scaling service delivery. Noting that governments are the ultimate scale enterprise, the fellowship has a sustained focus on tangible ways fellows can leverage technology as a key enabler of their execution efforts.
Technology combined with effective implementation in the public sector will maximize impact in sectors such as education, health, and agriculture.

Do I need to pay to be part of the fellowship?

No. The fellowship is fully-sponsored by ALU. It is at $0 cost to admitted applicants.

Will the fellowship be in-person or remote?

The ALU Public Sector Fellowship includes a blend of virtual and in-person experiences. Fellows convene in-person every quarter.

What is the value of the fellowship?

The fellowship is valued at $15,000, but the cost is fully covered by ALU.

What is the selection criteria?

We select candidates into the fellowship programme based on the following criteria: a. Project feasibility b. Purpose c. Impact d. Values e. Ability and Learning.

Where will the in-person sessions take place?

The venue for in-person sessions will be in Rwanda. Accommodation and transportation will be catered for.
